President of Croatia HE Prof. Dr. Ivo Josipovič delivers the lecture "Croatia's EU Membership and South East Europe" at the Institute of International Relations and Political Science of Vilnius University, Lithuania. Ivo Josipović is a composer, lawyer and politician. He graduated from the Faculty of Law (1980) and passed his bar examination. He obtained his master's degree following his post-graduate studies in criminal procedure law (1985) and his doctor's degree with the thesis "Law on Arrest and Pre-trial Detention in Criminal Procedure Law" (1994) at the Zagreb University. He also graduated in Composition from the Zagreb Music Academy. He holds an honorary doctor's degree of the Immanuel Kant State University of Russia. Prior to his election to the office of the President Josipović was a university professor, a member of the Croatian Parliament and a composer. He taught Criminal Procedure Law, International Penal Law and Misdemeanour Law. At the Zagreb Music Academy he taught Harmony. He has published several books and a total of 85 scholarly and expert papers in journals and magazines in the country and abroad. He has composed some 50 compositions for different ensembles (symphony orchestra, chamber orchestra, soloists) that are performed by eminent Croatian and foreign artists, published as sheet music or some twenty sound storage media.

The former Army commander was acquitted along with the former head of the Croatian special police, Mladen Marackac. The men, who received a red-carpet reception on arrival, had been given 24-year and 18-year sentences respectively at the original trial, for their actions during Operation Storm in 1995. Prosecutors had accused Gotovina of targeting hospitals and civilian institutions during the US and NATO backed operation to retake Croatia's Krajina region from rebel Serbs. The appeals court said the institutions had not been internationally targeted, ruling: "Without a finding that the artillery attacks were unlawful, the trial chamber's conclusion that a joint criminal enterprise existed cannot be sustained." The aquittal further strains the relationship between Serbia and Croatia, the two main actors of the Yugoslav wars. He said the visit to the former Serbian province was intended to strengthen regional stability and cooperation. Mesic arrived in Kosovo amid heightened tensions between Serbia and Croatia. Serbia filed a lawsuit against Croatia on Monday at the Netherlands-based International Court of Justice, in response to a similar one that Croatia had filed against Serbia years ago. In the suits, the two nations have accused each other of genocide during the 1991-95 Balkan war, which killed thousands of people. Mesic termed Serbia''s act an attempt to "balance" Croatia''s suit, but said it was "now a matter for the International Court of Justice." "We admit that there were crimes on the Croatian side, we accept this and that''s why we accepted the remit of the international court and asked for it to be established so that crimes can be individualised," he said. Mesic appealed to the countries of the former Yugoslavia to work together to improve the lives of their citizens. "We think that only cooperation between the new countries can help the citizens of this region live better - for it to be democratised, Europeanised and finally use the EU funds that are on offer for the development of its members," he said. But Mesic''s visit was harshly criticised by Serbia''s President Boris Tadic who blamed his Croatian counterpart for "very effectively ruining relations with Serbia." Mid shot exterior terminal STORYLINE: A Croatian army general has travelled to the Netherlands to surrender to the U-N War Crimes Tribunal where he faces charges of overseeing a war-time campaign that killed about 70 Serb civilians and destroyed hundreds of homes. General Rahim Ademi is the first Croat to face charges stemming from the 1991-95 Serbo-Croat war. According to a United Nations report, one of the more gruesome atrocities involved ten Croatian soldiers who sprayed an 84-year-old blind woman with gunfire as she sat on the porch of her home. Wearing his military uniform decorated with medals, Ademi, his wife, Anita, and his lawyer travelled on a regular Croatian Airlines flight to Amsterdam. Ademi will be taken from Amsterdam's airport to the tribunal in The Hague. He boarded the flight without handcuffs or a police guard because he decided to surrender voluntarily. His two daughters were at the airport to bid him farewell. "I am proud of my role in the war," he said before he left. "I am not afraid of The Hague court's accusations. I have done nothing wrong in the war and I will prove it there. My conscience is completely clear." The tribunal indicted Ademi, along with another high-ranking Croatian officer, and demanded that both suspects be handed over for trial. Croatia's pro-Western government agreed to comply, but its decision triggered fierce protests by veterans and nationalists who supported the late President Franjo Tudjman. They see Croatian fighters as heroes and patriots, not criminals. The second suspect - widely believed to be retired General Ante Gotovina - has indicated a refusal to surrender and his loyalists have threatened unrest if he's arrested. A warrant has been issued for his arrest but he remains at large.
